[2.20 Build 108] tcp syn packets causing flows with drop action to be added

R2.20 Build 108 Ubuntu 14.04 Juno multinode setup

10.1.1.3 and 10.1.1.4 are two vms with ubuntu-traffic vm image running hping3
On sending 100 packets with tcp syn from one VM to the other, the responses are got fine for the first time only.
These flows seem to be getting created with Drop as action .
Sending the same set of packets cause the traffic to be dropped

example : hping3 -S -p 22 10.1.1.4 -s 10000 -c 100 -i u10000
