cron job reports: Don't have required command DIFF

Bug Description

Every every I receive an email with a subject heading of:

Subject: Cron <root@ling> test -x /usr/sbin/tigercron && { [ -r "$DEFAULT" ] && . "$DEFAULT" ; nice -n$NICETIGER /usr/sbin/tigercron -q ; }

and content of:

--ERROR-- [init001e] Don't have required command DIFF.

This started after the upgrade to 15.10.
