Ceilometer OSTF may fail on longliving environment

In 8.0 release for Ceilometer will be implemented feature with mandatory limits for list-queries and these queries will return 1000 objects by default. That's why need to refactor test "Ceilometer test to create, check and list samples" and use statistics request to get samples count because on longliving environments these tests in current implementation will fail.

Also need request statistics only for the last hour in all OSTF where these queries used.

    [Ceilometer] Fixes for Ceilometer tests

    - Lists of pollsters and notifications were actualized
    according to pipeline changes
    - Polling interval in MOS 8.0 was increased to 10 minutes,
    so steps with nova pollsters were removed
    - A lot of Glance notifications were deprecated in MOS 8.0,
    so method was rewrited using Glance events
    - In MOS 8.0 feature with mandatory limits was added,
    so method for samples was rewrited using statistic requests
    - Statistics requests only for the last hour were added
    in all OSTF where these queries used
