Thanks for taking your time to report this issue.

Clang version 1:3.6.2-3ubuntu2 is available on Ubuntu 16.04, which should include a fix for this issue. I don't have any arm64 hardware so I can't test this myself. Could you test with 16.04 to see if it has been resolved?

I have been successfully using 1:3.6.2-3ubuntu2 on arm64 since some time after it appeared in wily-proposed.

I have just now removed and re-installed from the xenial repository to be certain.
Clang-3.6 is indeed working now.

IMHO, this bug may be closed.
