--retries option to kolla-build doesn't work as expected

Bug Description

According to the kolla-build help, the --retries option allows to specify how many time to retry building images.

It appears it actually controls the number of tries and not retries. Setting it to 0 doesn't build anything while it should only disable retries.

    rather than the number of retries.
