Bug Description

Steps:
1.System settings->Accounts->Enter any account login interface,such as Evernote.
2.Drop down notification bar and select "Sound",tap "Sound settings".
3.Check the performance.

Actual result:
The UI still stay in Evernote login screen and does not enter sound system settings.
Expect result:
The UI should enter sound system settings normally ,instead of still staying in Evernote login screen.

Notes:In fact,there is no response if users stay in any account login interface then tap system setting icon in the launcher.If dismissed account login page, the settings page will be shown.

I can reproduce it, any settings page opened from indicator is behind the account login page.

I am not sure if this is the intended behavior or not as it is a modal dialog and the user cna simply hit cancel.
