Setup Reno.
The OpenStack release team has introduced a new tool called 'Reno' to manage release notes from within a project's repository.

In nutshell, we need to submit two patches:
Patch 1 to solum repo to setup Reno
Patch 2, which will depend on Patch 1, to add releasenotes job to project-config
