Curtin should only install utilities when needed

Bug Description

On Ubuntu deployment curtin always installs mdadm, lvm2, bcache-tools, btrfs-tools, and xfsprogs. Curtin should only install the utilities it needs. This is causing MAAS to fail to deploy Precise and other older versions of Ubuntu as they don't have bcache-tools. This is despite trying to deploy a flat filesystem layout which should require none of the extra utilities listed above.

We're going to SRU bcache-tools into precise so curtin can install it.
