installer does not let me choose UTC time zone when I set language to English/US

Bug Description
I am trying to install a new machine (VM) using ubuntu-
I have selected US English locale everywhere, now I have to choose a timezone, and I am only offered US time zones.
Many sysadmins in particular in global corporations with multiple locations prefer US English as the language, and UTC as timezone on servers.
Now, installer tells me to go back and choose a different country than US ...
I don't want to configure it to UK English or Iceland or some exotic island, as I don't want to have daylight savings changes on this box. I want the TZ to be UTC at all times, and the locale US English.
I have reported this upstream before the wily release as the bug has been inherited from Debian:
