The HW manifest collection job are missing in some test plans

Garbiel reported that the hardware manifest collection job is missing in the sutton test plan.
And Pierre found it missing in the stella-series test plans as well.

Also, it's missing in the:
14.04 test plan of certification-client provider,
ihv-graphics test plan of CDTS provider.

And it will be better to move it to the mandatory section, so tester won't forget to select it.
<ePierre> PHLin, should the 2013.com.canonical.plainbox::collect-manifest be a mandatory job?
<PHLin> ePierre, good suggestion, I think that would be great, in case people forgot to select it
<PHLin> ePierre, and it will be set to pass automatically if it's already tested before
<ePierre> PHLin, I suggest it because I just ran into a problem when trying to test it, because I purposedely deselected everything :D
