Now the workflow in infra openstacks gerrit is - the first group member should be a person who created a change, from which particular project came. So as I can see @Andrey is the one who should request this access first (and after he can add others), since he created a below patchset:

However, he is PTO atm.

Based on their workflow Andrey is "authorized" to do such requests. But I think we could ask Sergey Lukjanov for help here.

Some notes about the core developer list - I wasnt able to add below email accounts as a group members, looks like there are simply no such accounts registered on review.openstack.org:

Also, please specify whom should I add into -release group, since members of release group can create signed tags, branches.
