Description field is required for creating a new security group

The description field is required for creating a new security group but it doesn't have a asterisk.

Try to create a security group with empty description, horizon will show this error:
Unable to create security group: Security group description cannot be empty.

The bug report is only valid when nova-network is used.
If you use neutron as a networking backend, the current horizon behavior is correct.
Neutron allows users to create a new security group without description.

You are right. It's not a required field for Neutron.

Since most projects have moved to Neutron, I don't know if it's worth adding a check for it.

Personally, I wouldn't worry about fixing this. Neutron usage is increasing (and should definitely be the default behaviour), and its a pretty low-value change.
