Fix syslog hash debug varible at puppet manifest

There is a new feature: developer could set additional debug/verbose output per MOS service [1]
But at the logging puppet there is an one mistake in getting hashes from config [2]. Instead of using `hiera('syslog_hash')` we should use `hiera_hash('syslog_hash')` for proper working of debug.

The same things are for ceph-osd.pp [3] and for vcenter.pp [4]
