[ostf] Add deployment tag for test "Check stack autoscaling"

Because test "Check stack autoscaling" requires ceilo and without ceilo it always skipping I suggest to add "Deployment tags: Ceilometer" to test https://github.com/openstack/fuel-ostf/blob/5494a7c1d571d7cd0cc34070665b969b68fbc5bb/fuel_health/tests/tests_platform/test_heat.py#L572

    Remove code for skipping autoscale test

    Since we are introduced deployment tag for this test
    we do not need to skip test_autoscaling by code
