[fuel-mirror] Get the list of packages from nailgun API

Bug Description
Fuel-mirror requires the list of additional packages, that is needed to deploy openstack, but not get only from dependencies. It is the next packages:
# Packages that will be installed via puppet
# Packages that is required by plugins
# Packages that is required to build initial OS-image.
This config is hard-coded in config of fuel-mirror.
Keeping this list in actual state requires additional effort.
Need to add the new method to nailgun`s API, that returns the actual list of all required packages.
The pappet nop-test can be used to get list of packages from puppet`s manifests.
