[Wily] [armhf] Could not import PyQt5.QtCore

Bug Description

When trying to start apport from the iconbar or here via terminal, I get this:
$ apport-collect
ERROR: Could not import module, is a package upgrade in progress? Error: No module named PyQt5.QtCore

But PyQt5.QtCore is definitly there, because running the python3 interpreter and doing the import PyQt5.QtCore manually works well!
