[mongo] Could not evaluate: rs.add() failed to add host to replicaset ceilometer

Steps to reproduce:
1) Deploy any cluster with 7 mongo
2) Delete 5 mongo, add 1 mongo (3 total in cluster)
3) Deploy changes

Result:
Deployment of new node failed with:
(/Stage[main]/Mongodb::Replset/Mongodb_replset[ceilometer]) Could not evaluate: rs.add() failed to add host to replicaset ceilometer: exception: replSet bad config maximum number of voting members is 7

Closing this as Won't Fix for 7.0-updates as the issue doesn't affect 7.0 release.

We need to add pre-remove action for MongoDB nodes - they should be removed from MongoDB replica set cluster frist, only after that they can be removed from Fuel cluster.
