Cannot list servers while --user specified for "openstack server list"

Bug Description

There is nothing returned if the option --user specified for the OSC "openstack server list".

And furthermore, if a non-existent user specified, the command will complain of following error:
 $ openstack server list --user unexist_user
No tenant with a name or ID of 'unexist_user' exists.
