Introduce Functionality to Replace "location" and "copy-from" Flags for Glance Image Creation

Bug Description
Since the "location" and "copy-from" flags are being deprecated / reserved in the newest version of the Glance CLI for creating images, it would be useful to at least replace their functionality with something similar.
Suggest adding a flag called "--image-url" that eliminates the need to copy an image to an OpenStack account in order to use it, similar to how "--location" worked.
Suggest adding a flag called "--copy-url" that allows the user to provide a URL to an existing image (e.g. on S3), where it can be copied from, similar to how "--copy-from" worked.
Since some developers' needs currently depend on these features, they are forced to use the older version of the CLI, exposing them to past bugs and potential security flaws.

This has been proposed other times and the result of those discussions has always been that we won't be adding these flags back explicitly.
The reason I mention explicitly is because there's a work-in-progress to change and improve the image import process so that we'd have something consistent, discoverable and interoperable. You can follow that work here: https:/ /review. openstack. org/#/c/ 232371/
