MAAS should not offer EXT3, rather VFAT, EXT2, EXT4

Bug Description

MAAS offers EXT3 which is removed in kernel 4.3. We need EXT2 and VFAT for things like the /boot partition (grub can read those) and we need EXT4 as our primary filesystem. We probably also want to add ZFS for Xenial.
