`dpkg --configure initramfs-tools` fails

Bug Description

I encountered a problem trying to install 4.3 kernel on Wily. (This is not the bug I'm reporting.) http://pastebin.com/Lp6ZgWV0

Investigating the complaint that initramfs-tools was not configured, I tried the command listed in the summary.

> dpkg --configure initramfs-tools

The line "ln: error: /proc/mounts: file is empty" seemed very strange, because /proc/mounts is a symlink to /proc/self/mounts, which is not empty.

The error occurs even after purging all the 4.3 kernels, uninstalling all microcode and proprietary drivers. Note the error is encountered when processing the 4.2 kernel, not 4.3.

Yeah... same error is now affecting my kernel upgrade attempt. :\
