switching vt gets alt key stuck

Bug Description
Steps to reproduce:
* start a unity7 and a unity8 session on different vts
* switch to unity7 pressing Ctrl+Alt+F7 (or whatever vt it is on)
* go back to untiy8 pressing Ctrl+Alt+F8 (or whatever vt it is on)
=> Now you can press Tab alone to go to Alt+Tab mode
This also breaks things like Alt+F4 and other Alt+ key combos (Those haven't landed yet, but we see the breaking with https:/
