improve shared-db relation logging

The shared-db relation has the option to only accept and register relations that provide a hostname on an 'access-network' (if configured). If a hostname is provided by a remote unit that does not resolve to an address on the access-network it will silently ignore it which provides a suboptimal debug experience that could easily be improved with some better logging.
