[devops] McRobotson did not act on a change request

Bug Description

When the following CR was published
https://review.openstack.org/#/c/239739

Fuel DevOps McRobotson did not post a comment to the bug
https://bugs.launchpad.net/mos/+bug/1497961

even though the bug is referenced in the commit message. McRobotson also should have put bug into 'In Progress' state and assign the bug to the CR author.

Probably that happened because the bug is in MOS project. If yes, we should enable McRobotson to act on Fuel changes in MOS bugs.

Dmitry, some facts about the script:

1) it works with review.fuel-infra.org gerrit only (your mentioned patchset was published via openstacks gerrit)
2) its connected to fuel and mos projects on LP only
3) if bug has at least one series then it wont be changing its status, because we cannot distinguish from "Closes-Bug: #xxxx" which series particular patchset fixes.

Mateusz, now I see that it is upstream OpenStack Infra bot, who comments for Fuel change requests. For example see
https://bugs.launchpad.net/fuel/+bug/1425579

Can upstream bot be configured so that it comments to both Fuel and MOS projects, depending on where the bug is located?

We doubt that openstack's infra will agree on running upstream script also with our - fuel-infra - gerrit.
And it is also not hard to implement in our script a feature, which will allow to use review.openstack.org too, so both these gerrits could be supportted by our infra at a time.
