remove "Dead" tests from fuel-library

Fuel library contains "Dead" tests, that were left after code refactoring.
There is an example https://github.com/openstack/fuel-library/commit/7fccc1d46daeace4cee5f079266607495c4966cf.
Class openstack-network-compute doesn't exist any more so test https://github.com/openstack/fuel-library/blob/master/tests/noop/spec/hosts/openstack-network/openstack-network-compute_spec.rb should be clean uped.

    Refactor noop-tests for granular Neutron

    * remove some unused variables
    * fix variable names into interpolations
