Bug Description
In module netutils there is no function to check valid icmp type and code. So I propose here a function given 'type' and 'code' which return boolean if the icmp 'type' and 'code' are valid. This will be helpful in solving the Bug #1511748 in Horizon, here [1] is the link to bug.
The code could be used by other projects to help find if the icmp types is valid.
