oslo generated config file is incomplete

If you use tox -e genconfig the config file you get is missing the options necessary for searchlight-listener to run with oslo.messaging. Without those options in the config file, deployers may not recognize the need for the options to be set and will see:

    2015-10-31 00:37:32.769 7183 ERROR oslo.messaging._drivers.impl_rabbit [-] AMQP server on 127.0.0.1:5672 is unreachable:
