No way to disable OVS installation by plugins

Our manifests does not provide ability to disable OVS installation for Neutron cases by plugin.

    Catch use_ovs variable from Nailgun or calculate it for Neutron

    in globals.pp

    This allows to override this variable from plugin to prevent
    from installing Openvswitch packet and starting corresponding services.
    This functionality is needed for OVS-incompatible plugins, like Contrail.
