watershed should not depend on initramfs-tools

Bug Description

While the watershed package brings support for initramfs-tools, the tool itself is independent and therefore should not depend on initramfs-tools.

This also fixes bug #1109029

Ok, further looking into this, the dependency was added due to bug #358654. However the postinst correctly checks whether update-initramfs exists. Thus there is no reason to add the dependency.
