Bug Description

It wood be very useful to have possibility on reading jobs configuration (without possibility to change through Web).
It is possible to do this with help of special plugin:

We tested that read-only-configuration plugin with Egor on one of my testing jenkins isntances. Works as expected so +1 from my side. :-)

This is already implemented on Product CI and on Fuel CI.
