UI does not allow to use the same vlan for different network

Currently we can add environment and setup different vlans for different network (public/private/management) or leave it untagged but we can't add 2 network at the same vlan for example management and storage at vlan 111 - fuel UI don't allows us to do it.

Do you want use the same VLAN-IDs on the different NICs?

Fuel API now allows to use the same VLAN ids for different networks (https://review.openstack.org/#/c/243766/). So I guess we should not treat this bug as 'wishlist'. Forwarding it to UI team

Need to take into account that vlan id range from L2 settings still should not include vlans used for networks.

Same vlan can be used for different networks.
