Date and Time formats defined as part of the installed language

Bug Description

Date and time formats are being defined as part of the language installed, instead of the region definitions.

The result is that travelling with Linux Mint becomes harder, since to conform to regional date/time formats one would have to change their operating system language, instead of just changing their regional settings.
