Bug Description
We want, as a standard pattern, to have a date_created and owner on almost every table, unless an exception has been agreed with the DBA. In the case of BugBranch we have date_created but not owner. Please fix as a matter of urgency.

I think you mean "registrant", not owner.
The "registrant" is the immutable value that records who created the object.
The "owner" is the mutable value used for access control.
