Windows switch workspaces and mouse problems on dual screen system after user switch

Bug Description

To Replicate
On dual screen system (a laptop with external screen to the right of the laptop in my case) with windows open on both screens switch to a Guest session and then logout of the guest session. Return to original session and often windows on the right hand screen move to the second workspace. In addition the launcher stops responding to mouse actions, though windows continue to respond normally.

It seems it may be necessary to have the Unity launcher on the external monitor to see this issue.
