Don't advertise pre-standard values for BGP tunnel encapsulation type

Bug Description
The fix for bug 1373559 added code to advertise 2 tunnel encapsulation
extended communities each for udp and vxlan. One used the IANA assigned
type and the other used the pre-standard type for backward compatibility
with older releases.
Since the fix for bug 1373559 has been in the field since r2.0-fcs, it's
time to stop advertising the pre-standard type starting r3.0-fcs.
