haproxy tests fail under openstack-infra due to older version of rspec-puppet

The haproxy module in fuel-library is written using an older version of rspec-puppet that is not compatible with the openstack-infra unit test jobs. Since the haproxy module is actually a fork of the upstream module, we should disable the unit tests until they can be synced up with current or we fix them in the module.

    Make haproxy tests to be rspec-puppet 2 compatible

    This change pulls in the upstream commit
    eef121eddf659e66e13157033496def216d69af4 to make the haproxy module
    rspec-puppet 2 compatible so that they can pass under our
    openstack-infra tests.

    Additionally we are updating the rspec-core to ~> 3.3 to be consistent
    with the other modules in fuel-library.
