[mos-linux]Centos repo contain outdated dpkg

Currently we use:
dpkg-devel-1.15.5.6-6.el6.mira3.noarch.rpm
dpkg-1.15.5.6-6.el6.mira3.x86_64.rpm
But:
Ubuntu packages use data.tar.xz payload. Ancient versions of
dpkg (in particular the ones shipped with CentOS 6.x) can't
handle such packages. Tell debootstrap to use ar instead to
avoid the failure= we should use work-around for debootstrap.

I prefer to just update package, and stop using any workarounds.

Upstream epel repo contain fixed package:
dpkg-1.16.16-5.el6.x86_64

Build log with updated package:
rpm -qa |grep dpkg
dpkg-1.16.16-5.el6.x86_64
dpkg-devel-1.16.16-5.el6.x86_64
[root@nailgun ~]# debootstrap --verbose --no-check-gpg --arch=amd64 trusty tmpPEebiR.fuel-agent-image
http://archive.ubuntu.com/ubuntu/
I: Retrieving Release
I: Retrieving Packages
I: Validating Packages
......
I: Configuring initramfs-tools...

centos7 repo contains right package
http://perestroika-repo-tst.infra.mirantis.net/mos-repos/centos/mos-master-centos7/os/x86_64/Packages/dpkg-1.16.16-5.el7~mos8.0.1.x86_64.rpm

We should backport to centos6 if you want compatibility with intermediate 8.0_liberty(kilo) ISO
