8.0-pkg-install-ubuntu is broken due to python-neutron-(fwaas|lbaas|vpnaas) packages

Recent builds of https://packaging-ci.infra.mirantis.net/job/8.0-pkg-install-ubuntu/753/console fails with:

                        Depends: python-sqlalchemy (< 0.10) but 1.0.8~u14.04+mos1 is to be installed
                        Depends: python-oslo.config but it is not going to be installed

or similar for python-neutron-lbaas and python-neutron-vpnaas packages.
