DPDK: Vrouter performance drops as no of cores allocated increases

Bug Description
With No of cores allocated to dpdk increases, the pkt forwarding / handling rate decreases.
Initially had 4 cores allocated to dpdk (coremask 0xf). Was able to see UDP unidirectional PPS of approx ~3M PPS
Changed the no of cores to 16 0xff000000ff)
The PPS dropped to 700K PPS
