DPDK: Vrouter performance drops as no of cores allocated increases

Bug Description

With No of cores allocated to dpdk increases, the pkt forwarding / handling rate decreases.

Initially had 4 cores allocated to dpdk (coremask 0xf). Was able to see UDP unidirectional PPS of approx ~3M PPS

Changed the no of cores to 16 0xff000000ff)

The PPS dropped to 700K PPS

Version: Ubuntu 14.04 3.0-2655~juno

yep This is fixed by the commit above ..
The max pps varies depends on if the vrouter is on the same numa as the nic or not

Vrouter on same numa as nic and vm also on same numa = max pps is 7.4 Mpps (3.7 Tx and 3.7 Rx)
