Bug Description

ENVIRNOMENT: devstack(16 oct 2015)

STEP TO REPRODUCE:
1. Create cluster with volumes

EXPECTED RESULT:
Cluster created

ACTUAL RESULT:
Volumes cannot be formatted

Add -f option to formatting volumes

If volume is not empty we can have a bug

Add -f option to formatting volumes for xfs

    Support -f option only for xfs formatting.
    This reverts commit 1b0ec1d0d66c6a79fbb31251be1164949106404f.
