After removing and adding controller does not appear in pacemaker as location

When you remove, and after that add controller, it doesn't appeared in pacemaker as locaction, you get:

location vip__zbx_vip_mgmt-on-node-1.domain.tld vip__zbx_vip_mgmt 100: node-1.domain.tld
location vip__zbx_vip_mgmt-on-node-3.domain.tld vip__zbx_vip_mgmt 100: node-3.domain.tld

should be:

location vip__zbx_vip_mgmt-on-node-1.domain.tld vip__zbx_vip_mgmt 100: node-1.domain.tld
location vip__zbx_vip_mgmt-on-node-3.domain.tld vip__zbx_vip_mgmt 100: node-3.domain.tld
location vip__zbx_vip_mgmt-on-node-3.domain.tld vip__zbx_vip_mgmt 100: node-4.domain.tld
