check_openstack_stat respect global NEUTRON_ENABLE var but depends on ceph_ha that hardcoded to use Neutron

check_openstack_stat system test call os_conn.create_instance with neutron_network=settings.NEUTRON_ENABLE
But test depends on env that prepared in ceph_ha test. It use neutron and this hardcoded.

So if there is no job var NEUTRON_ENABLE=True, then check_openstack_stat will fail with:
Multiple possible networks found, use a Network ID to be more specific. (HTTP 400) (Request-ID: req-dff261f2-fdf1-47de-9a03-6809b5a30fb3)

    Don't respect NEUTRON_ENABLE var in check_openstack_stat test

    Hardcode neutron=true because parent test do it in same way
