Connection to tarballs.openstack.org is too slow

btw the original plan was to switch to uploading the image to swift instead of tarballs.oo, since swift will allow a valid old image to be downloaded while there is a concurrent upload.

Maybe switching to swift will mean more consistent download rates too.

The gate jobs which upload the devstack logs for every run upload to swift, so start there if someone is wanting to work on this.
