Bug Description

To get heat fully functional `heat_waitcondition_server_url` and `heat_metadata_server_url` have to be set.

It seems that these settings are needed to use wait conditions in heat.

To clarify, the `controller` referred to in #4 is the unit IP or VIP of the public network?
