cloud-images query format deprecated, lxc should use simplestreams

LXC code in juju is using ubuntu-cloudimg-query rather than simplestreams. Query data (parsed by ubuntu-cloudimg-query) has been deprecated for some time and is not modified to include new image types. This will impact alternate OS's as well as bugs like bug #1357045 which would like mirror cloud-images locally.

Reorganization of cloud images is being worked in bug #1506104.

Note that this has at least some relationship with the upcoming lxd provider.

Metadata for yakkety is not going to be available through ubuntu-cloudimg-query.

The lxd container type in 2.0, as well as the lxd provider have already moved away from ubuntu-cloudimg-query.

We just need to figure out what our statement is for 1.25. Will we fix this? Will we just say it's a limitation that you can't launch yakkety containers?
