Bug Description

When creating a vm, the pvc would prompt 'Fixed IP address 10.9.0.27 is already in use on instance Lock'. However, this ip is unlocked before booting.

    ip locked causes boot failed

    Nova booting a vm and neutron creating new port would race the port.
    If the neutron creates the port before booting vm,
    the booting process would be failed as ip/port locked.
