Bug Description
Steps to reproduce:
1. Open aplication (eg. Firefox or Chromium)
2. F11 - go to fullscreen mode
3. Use alt+tab to change to desktop
4. Unity left and top panel is missing

Unity 7.2.5

I have the same issue on several computers with ubuntu 14.04/unity.
I can reproduce also with :
1. open terminal
2. go to full screen (F11)
3. go to Desktop (SUPER+D)
--> no launcher and top panel, no access to launcher via SUPER
4. switch to another non full screen app with ALT-TAB
--> no launcher and top panel so no menu...
5. switch back to full screen app with ALT-TAB
6. switch to another app and it's ok, back as usual...
