[ui] Every click on "Actions" tab takes too much time

When user navigates to "Actions" tab it takes too much time before page will be fully loaded. It happens because mistral-dashboard calls actions.list and waits until all ~750 items will be returned.

It affects not only first click, every click on this page makes the same (probably need to cache data)
