The gate fails quite often with too many connections open using PostgreSQL and Python 3.4.

ceph: Fix tooz coordinator connection leaks
The ceph driver doesn't stop the tooz coordinator,
then each test doesn't close its connection to the backend.
This also removes the previous workaround.
