Bug Description

Liberty has been reliably operating with pymysql as the DB backend in OpenStack according to the recent mail thread [1]. Networking-midonet should switch to pymysql as the default DB backend instead of mysqlconnector in its devstack settings.

    settings: Remove unused setting

SQLALCHEMY_DATABASE_DRIVER is no longer honoured by devstack.
This commit just removes it rather than fixing,
because we no longer prefer mysqlconnector over the default pymysql.
